District court may impose attorney sanctions for egregious conduct even where attorney acted without purpose or intent to unreasonably and vexatiously multiply proceedings, so long as conduct rose to level of bad faith; district court erred by flatly rejecting magistrate judge’s findings and conclusions on sanctions motion, and by substituting court’s own findings and conclusions absent further evidentiary proceedings.
