Under federal workers’ compensation act, Labor Secretary had sole jurisdiction to decide whether civilian attorney discharged by Navy was employee or independent contractor; district court did not obtain jurisdiction under Federal Tort Claims Act merely because attorney claimed work-related emotional distress without physical injury.
