Lawyer-Plaintiffs Win Pro Se Unemployment Comp Case

When questions arise concerning the practice of law in Pennsylvania — such as whether entities may appear pro se in unemployment compensation hearings — the state’s Supreme Court, and not its Legislature, enjoys exclusive jurisdiction, the Commonwealth Court stressed in a decision Tuesday. The holding stems from a fight over whether state corporations can be represented by non-attorney non-employees. A group of four solo practitioners challenged an amendment to state law that allowed the practice.
